 ブラジルで今月半ば、ワールドカップ開催に抗議した学生が不当逮捕され、なんと警察署で激しい拷問をうけるという事件が起こりました。全学連も連帯してきたANEL(全国的な学生団体)のメンバーに対して、サンパウロ地下鉄労組のスト防衛デモ最中に行われた卑劣な弾圧です。2020年に開催が狙われている東京オリンピックにむけた福島切り捨てと一体の、そして武田くんへの不当な逮捕・起訴とまったく同質の弾圧です。これにたいし、全学連から送ったメッセージを紹介します。

日本の状況も、ブラジルとなんら変わるところはありません。2020年には、今なお原発事故の影響に苦しむ福島の人びとを切り捨てて東京オリンピックが開催されようとしています。そして東京の法政大学では、そのことに抗議して声をあげた学生が、大学当局と癒着した警察権力によってでっち上げで逮捕・起訴されています。
Condition of Japan is no different than Brazil. Toward Tokyo Olympic in 2020, the Abe Administration has discarded Fukushima people suffered by radioactivity. And now Yuhimaru TAKEDA, a student activist of Hosei University, has been arrested and prosecuted unfairly by the cooperation of university administration and security police. It is because of his protest against such guilty conduct of the government and pro-nuclear scholars.

We have known you ANEL since our visit to Brazil in 2010. Since then, your nationwide struggle against the commercialization of education has strongly encourged us. We condemn the prosecution of Yuhimaru Takeda (President of Federation of Cultural Clubs) on false charges of “physical violence”. We demand his immediate release.

This prosecution has no legitimacy

Takeda was unjustly arrested on May 13th in the vicinity of Hosei University in central Tokyo on charges of “property damage”. The security police brutally assaulted and abducted him, claiming they were making an arrest at the scene of a crime. But police officers failed to elaborate on the charge of “property damage” at that time. (This video shows how the arrest actually happened: http://www.youtube.com/watch?v=NHxnv62mmiI.)

When the police came to indict Takeda on June 3rd, however, the charge against him was abruptly changed from “property damage” to “physical violence” (assault). This shows how the initial charge of “property damage” was totally unsustainable for prosecution.

The prosecution of someone for “physical violence” requires a claim report. Therefore, Yuko Tanaka, the President of Hosei University, ordered university staff to file a fresh claim of “physical violence” as soon as she was informed that the false charge of “property damage” would not stand up. The sole and apparent intention of the university officials was to hand over Takeda to security police through indicting him by any means possible. It shows that Yuko Tanaka, a reputed “liberal scholar”, has shamelessly cooperated with the security police in a cozy relationship with state power in suppressing a courageous student activist. We can never forgive this oppression and continue to fight for the immediate release of our fellow activist Takeda.

Background of the unjust arrest and prosecution

In the eight years since 2006, students have been arrested 126 times and 13 students expelled or suspended because of their protest against the increased restriction and control of the independent activities of students, and against the commercialization of Hosei University. Yuhimaru Takeda is one of the students engaged in protest activities against the alarming state of the university. A student since 2010, he has been unfairly suspended indefinitely by the university administration for his activism.

On April 25th we previously called for a demonstration under the slogan of “withdrawal of all punishments”, in which many students from various universities and colleges from across the country and the Tokyo metropolitan area rallied together in front of Hosei University. Many Hosei students also spontaneously joined in our demonstration and we successfully manifested the power of united student action in a very clear and strong way. Moreover, the unyielding continuation of the Hosei struggle is encouraging the efforts to reconstruct autonomous student bodies (student councils) in Kyoto, Hiroshima and Okinawa Universities, among others. University authorities and state power intend to intimidate students by a series of crackdowns, with this assault on our comrade Takeda being the latest gross example. We must never allow them to get away with this.

All these developments, beginning with the unjust arrest of Takeda on the charge of alleged property damage and followed by his prosecution under the new charge of physical violence have clearly exposed the weakness of the university administration and security police. In spite of the total collapse of their scheme, they still attempt to hold Takeda in unjustified detention with the single aim of preventing the student movement from progressing. Their viciousness is inextricably associated with their lack of justice and confidence to convince students of their position.

In April, Yuko Tanaka assumed the position of President of Hosei University. A famous scholar, she is a member of the Committee of 1,000 to Prevent War and has openly protested against the Act on the Protection of Specially Designated Secrets, and also against nuclear power. However, the new presidency of “liberal” Yuko Tanaka has brought about no change at all to the reactionary and miserable situation at Hosei University. Even worse, she has refused to hold any dialogue with us. For example, she has so far declined to accept an open letter from the Federation of Cultural Clubs on six occasions.

On February 27th, five students, including members of the Federation of Cultural Clubs, were acquitted by Tokyo High Court for their activities on the university campus after a severe five-year legal battle. They had been charged under the Law concerning Punishment of Physical Violence and Others for allegedly “tearing down university notices”. Even after this final acquittal of the students, Hosei University administration has refused to apologize to the innocent students who had been detained for eight months under the false charges filed against them. The university has shamelessly and entirely shrugged off blame.

In the present situation at Hosei University we can see a concentrated case of what is happening in Japanese society as a whole. How can we stop war when we are not allowed to raise our voices at our workplaces or on campuses? Now we are faced with this same situation in all aspects of society. For example, workers at nuclear power plants have seen their grievances repressed and are forced to work while totally exposed to radiation in poor working conditions.

The technical, intellectual and managerial base of society is not supported by universities where students cannot protest against unreasonable educational policies. Under the guise of the “liberal” intellectual, Yuko Tanaka in fact plays a role in implementing the policies of the Abe government to promote war and amend the Constitution. She is no different to the trade union leaders who have degenerated into being the partners of corporate labor management. We pledge to overcome this rotten and repressive structure by the struggle at our own campuses.

Please support our relief activities and let’s fight together

We continue to fight with all our efforts for the release of Yuhimaru Takeda as soon as possible. To fight back most effectively against this political crackdown and unjustified and provocative prosecution, we must strengthen and expand our movement on university campuses. We call on you all to support us by donations, handing out flyers, and further spreading and sharing this declaration. We heartily hope all of our friends who read this appeal will join us in our struggle to change the current conditions of universities in Japan and the whole of society.

On October 6th, 2012, Yuhimaru TAKEDA, student of Hosei University at his third grade, stood up to protest against the seminar for atomic power promotion. The anger of people of Fukushima against nuclear power plant drove him to the action.

The main lecturer of the seminar, organized by the Faculty of Human Environment of Hosei University, is planned to be Toshiteru OKUBO, the head director of the Institute for the Research of Radioactivity Impact (note). The purpose of the seminar was obviously to suppress mounting anger and struggle against nuclear plant.

Note: The former body of the Institute for the Research of Radioactivity Impact is the Atomic Bomb Casualty Commission, notorious for its principle of “Investigation only and no remedy” of atomic disease.

OKUBO is insisting that “maximal limit of radioactivity is 100mSv” and is working closely with Shun-ichi YAMASHITA, vice president of Nagasaki University, known to have claimed that radioactivity had no effect on those people who always smile. By the influential position as “scientists”, they are both trying to underestimate the dangerous effects of radioactive contamination and urging Fukushima people in refugee to go home (i.e. affected area) quickly.

Brother Takeda wanted to raise a voice of protest at the seminar, full of indignation. He was, however, refused the entrance in the hall and violently pushed out of the university campus by the university staffs.

The story never ended. Most outrageously, the university authority suspended him for an indefinite term because of his “interference of lecture” and also “protest action against the rule of University Festival” on October 23rd, 2012. Angry voices soon spread over the Hosei University campus against the University authority.

The recent arrest and prosecution of brother Takeda, which is described in detail in the attached appeal issued by Federation of Cultural Clubs of Hosei University, took place against the background of this preceding development.

Yuhimaru TAKEDA has issued an appeal: “We, students, are forced to accept the reality before us unconditionally as if we saw nothing disagreeable. Has it anything to do with < academic study >?”

A large number of students, workers and people share his indignation and aspiration. They have begun to raise their voices.

Now in Japan, Doro-Chiba, the railway workers’ union has started a fresh struggle to pull down the wall separating regularly-employed and irregularly-employed workers. Doro-Mito has opened a gate for a resolute struggle to refuse work exposed to radioactive contamination. Both of objective and subjective conditions are ripe for a “total overthrow” of the system.

5 students won acquittal!

On May 31st, 5 accused students won acquittal at the first trial on Tokyo district court! We at last overcame the political crackdown by “Law concerning Punishment of Physical Violence and Others”- infamous old law to suppress labor movement and student movement.

We thank you from the bottom of our heart for your support and solidarity with the struggle of Hosei University!

This crackdown is particularly vicious and aberrant in lots of them against Hosei struggle since March 14th, 2006. The aim of state power was to break down Hosei struggle and solidarity between Zengakuren and The Federation of Cultural Clubs by unjust arrest and domiciliary search all across the country. In 2009, 11 students had arrested and spent 23days in police stations. Moreover, ODA Yosuke, ONDA Ryo, UTSUMI Yuichi, ARAI Taku, MASUI Makoto were prosecuted by trial counsel. They were the leaders of student movement of Hosei and Zengakuren (All-Japan Federation of Students’ Autonomous Bodies).

However conviction rate of criminal court in Japan goes over 99.9%, we could win acquittal. That is, we proved the rightness of Hosei struggle.

How University should be, how students should be? Hosei struggle is a confrontation between university administration promoting market principles and students who refuse to defense freedom of expression and academic independence. Freedom in university assures of lively discussion and new discovery, and it enables students to challenge their unbounded possibility.

Huge people have stood up all over the world and we can see young people including students at the forefront of those struggles. It is the matter of course and our right to refuse choky real and seek for new world. It is impermissible that the state power tries to “judge” such action in the name of the law.

We will go forward more than ever to realize complete acquittal, victory of Hosei struggle and crush of Neo-Liberalism.

The struggle of united students, workers, people and foreign friends brought us this acquittal. So we want to share the victory with you. Let’s stand up like Hosei struggle!
In addition, I’d like to tell you one more progress of our movement.

In the aftermath of this victory, on June 8th, our fellow students of Kyoto University realized re-building of All Students’ Autonomous Body (Dougaku-kai) for the first time in this 26years! They demand collective bargaining with the principle of the university to wipe out adhesion between the university administration and nuclear industry!

I have been actively engaged in the struggle to fight against corruption of universities represented byHoseiUniversityfor 4 years since my first year in this university. The March 11 earthquake and the subsequent nuclear power plant accident have evidently clarified that universities themselves has been an essential part of the corrupted social structure that caused the disaster.

In order to fight against this reality, I call on all students to join us in the Convention of Zengakuren. Let’s revitalize nationwide organization by solidarity of students to take back our universities from those corrupted people who are only interested in moneymaking. It is Zengakuren, students’ autonomous body that is capable of rallying students’ power. Let’s take the lead to change the present state of university andJapan.

 

The real enemy is Neo-liberalism and “Privatization of education”

Neo-liberalism has begun penetrating into university by the policy “university reform” under Koizumi government in the beautiful name of “cooperation between industry and academia”. This policy, in fact, destroyed everything which “makes no profit”, for example students’ autonomous dormitories, students’ autonomous bodies, students’ halls for cultural as well as athletic activities. When I enteredHoseiUniversity, only a few independent organizations of student existed. In line with this, students who protested against destruction of students’ autonomous action have been severely oppressed. InHoseiUniversity, 118 students were arrested, 33 prosecuted and over ten students were suspended and expelled because of their protest against university’s suppression on students’ autonomy. As for me, I was also expelled by university administration last year.

 

●We, students are to open up the future!

March 11 and nuclear accident have clearly revealed the true nature of universities. For university authority, “study” means only to squeeze tuition fees from us students and to deprive us of the future. Management of university has completely become money game, raises tuition fee on the reason of loss by economic crisis, threatens critical students by saying, “You might be losing in job hunting” or “You have scarcely hope for getting scholarship” and expels them when they continued to protest.? Thus all students’ actions are put under control by “rules”. Moreover, they actively promoted the university policy of “nuclear power plant construction and development”.? Some “professors” are in fact committed in letting the children ofFukushima die, saying, “Even if you are exposed to radiation, you are safe”. InHoseiUniversity we have fought against these policies and attacks and have protected “Federation of Cultural Clubs”, the organization of united students from the suppression of the university authority. We call on you to follow us in this struggle all across the country.

It is students and youth who open up the future. Let us take the lead in the hand of students who represent the future to make a breakthrough in the stagnation of the society. What is needed is not to comment but to change the society. I pledge to stand in the forefront. We desperately need all of you students to join us in the Convention of Zengakuren to revitalize nationwide students’ movement around Zengakuren and to expand anti-nuclear movement on our each campus. Kick out bribed rotten scholars and change corrupt university!

We Zengakuren are resolved to fight to abolish all of nuclear power plants together with the 2,000,000 angry people inFukushimaprefecture.

Since the nuclear accident broke out, the people ofFukushimaprefecture have been deprived of their lives and jobs, and their families have been forced to live separated. Even the children, who had not known the word “nuclear power plant” before, have been forced to live under as high radiation level as radiation controlled area and already 45% of them had thyroid exposure to radiation. Under such reality, YAMASHITA Shunichi, professor ofNagasakiUniversityand advisor of radiation risk control ofFukushimaprefecture spreads shameless demagogy, for example “Radiation never comes if you smile and it comes if you are worried”. I can’t allow this!

People ofFukushimashout with anger and fear; “By all means stop these dangerous developments by the power of young people. Never expose children to radiation likeFukushimaagain” (Nationwide Network to Protect Children from Radiation/SATOU Sachiko). A student ofFukushimaUniversitysays, “Present state will be changed once we speak out. We’ll surely be able to abolish nuclear power plants” (at the rally inFukushimaon June 19). Let’s respond to their heartfelt appeal. Let us students rise up with them. Kick out bribed rotten scholars!

 

●Stop “restart” of nuclear plant operation by the power of students

It is decisive what we students act in this September to abolish nuclear power plants. 40 of total of 54 nuclear power plants inJapanhave been already stopped operation. If we will continue to stop restart of nuclear power plants that are undergoing regular inspection, we can realize stoppage of all nuclear power plants. Stoppage and abolishment of all nuclear power plants is completely possible.

I strongly condemn restart of business operation in Hokkaido Electric Company Tomari nuclear power plant on August 18! Even after the accident, the standard of inspection wasn’t modified and discovered new dislocation was ignored for this “enforcement”. Moreover, bribed rotten scholars help this by giving certification of “safety” for operation!

On September 11, the next day of the congress of Zengakuren, we will hold a nationwide demonstration against nuclear power plants focusing on “stop restart”

InTokyowe will take to the street around Shinjuku. And on September 19 over 50,000 of angry people will hold huge rally against nuclear power plant atMeijiPark,Tokyo.

The Convention of Zengakuren will be the starting point of huge struggle against nuclear power plants. Let’s lead this historical struggle together!

 

●Let’s create students’ autonomous body through the struggle against nuclear power plant

We need to stop nuclear power plants and to change the society fundamentally. What’s the real face and situation of nuclear power plant? Look at the reality: forced exposed doses of temporary and sub-contract workers, forced construction of nuclear power plants in under-populated areas, which are obliged to depend on subsidy for their survival, existence of bribed rotten scholars and their “research and study” being full of lies and concealed aim of nuclear armament ofJapan. All of contradictions of this society are condensed in nuclear power plants.

“Take back everything that we have deprived”?young people inEnglandhave begun revolting. Intensity of their struggle shows intensity of their anger and enormity of the change.

And on November 6, all of our anger will become one at the Big Rally against nuclear power plants and unemployment inHibiyaPark,Tokyoand we will hold this rally internationally.

I would like to appeal again! All the students, let’s join us in the Convention of Zengakuren and realize grand action against nuclear power plant on September 11 and 19! Expand our unity and movement, create students’ autonomous body in each campus and create massive movement against nuclear power plants!

しかし、この革命はここにとどまることではない。
問題が大失業・食料高騰という大恐慌の問題、すなわち、資本主義そのものである以上、このデモは本当の意味で革命を実現するまで終わることはない。
